I've heard Avis does not charge a fee for different drop off location however their... Active rent a car seems good as they have branches all over the coast in Croatia and charge no additional drop off fee.. I made a reservation directly with them, picked up the car in Zagreb and dropped it off in Dubrovnik, and their customer service was very prompt and very good. www.activerent.hr, i highly recommend as they are not too big and seem to care about the customer
